ADB Approves $50.5 Million Package to Expand Renewable Energy in Maldives

In a significant move towards sustainable energy, the Asian Development Bank (ADB) has approved a financing package of $50.5 million to bolster renewable energy development in the Maldives. This initiative aims to reduce the country's dependence on diesel-based power generation and enhance energy security by promoting clean, resilient, and efficient energy solutions.


The Financing Package

The financing package consists of:

  • $41.5 million from the Asian Development Fund (ADF)

  • $8.5 million concessional loan from ordinary capital resources

  • $500,000 grant from the Climate Change Fund

The ADF provides grants to the ADB's most vulnerable developing member countries, underscoring the Maldives' need for robust support in its energy transition.


Project Objectives

The project will facilitate the installation of grid-scale energy storage, energy management systems, and distribution grid upgrades across 20 outer islands. These upgrades are essential for integrating renewable energy sources and managing energy efficiently. The initiative will also attract private sector investments to develop solar photovoltaic (PV) facilities, including rooftop, land-based, and floating solar installations.

Jaimes Kolantharaj, ADB Senior Energy Specialist, highlighted the project's alignment with the Maldives' vision for its energy sector, which is anchored on three pillars: renewable energy, technology innovation, and energy efficiency. He emphasized that this project supports the shift away from diesel-based generation and helps the country move towards a climate- and disaster-resilient clean energy future.


Supporting Private Sector Participation

To encourage private sector involvement, ADB will provide transaction advisory support for public–private partnerships (PPPs) in solar independent power producer (IPP) projects. The project also introduces financial instruments to mitigate delayed payment risks and a performance-based incentive scheme for solar IPPs. These measures are designed to incentivize timely project delivery, reduce tariffs, and provide political risk insurance for private sector investments.


Innovative Technologies and Gender Inclusivity

The project will deploy emerging technologies such as ocean-based floating solar panels, ocean energy devices, small wind turbines, and flow batteries. These technologies have the potential for replication and can significantly contribute to the Maldives' renewable energy capacity.


Moreover, the project includes cross-sectoral interventions to promote gender inclusivity by supporting renewable energy-based livelihood activities for women and disadvantaged households. A women’s leadership program and an internship program for women graduates will be established within the Ministry of Environment, Climate Change and Technology, Fenaka Corporation Limited, and the regulatory body. These programs aim to enhance the role of women in the renewable energy sector.


Capacity Building and Financial Management

ADB will strengthen the capacity of key institutions in financial management, sustainability of investments, and the design and implementation of emerging renewable energy systems. This capacity building will ensure the effective management of renewable energy projects and foster long-term sustainability.


Supplementary Financing

The $50.5 million package will be supplemented by $48 million in co-financing from various sources, including the Asia-Pacific Climate Finance Fund, Clean Technology Fund, Japan Fund for the Joint Crediting Mechanism, and private sector investments. The Maldivian government will also provide a counterpart contribution of $1.97 million.
